Duplicate Object, Snap to all vertices

Hi.
Is there any simple way to select a mesh and duplicate it to snap to all the vertices of another mesh ?
(And to have every object have unique translations matching those of the vertices)
(I need it to pretty much make a per-vertex blendshape)
(If possible avoiding MASH and nParticles)
(If you know how to skin the mesh to bind one vertex to the generated blendshapes it'd also be much appreciated)
