Can't Even Open Maya

I recently upgraded my computer with a new motherboard and processor to keep up with rendering. But now, I can't even seem to open Maya.

 

Every time I try to, the program freezes right at start up. I've tried reinstalling it. But still no luck. Any ideas as to what I can do? 

 

System Info: 

Maya 2016.3.18.11

Windows 10 Pro

Processor: Intel(R) Core(TM) i9-9900K

RAM: 32GB 

Graphics Card: NVIDIA GeFroce GTX 1060 6GB
