What do? I need a step by step guide. How do I apply those rigs in Maya?

Did you export from Blender as an fbx?  Maya can import skinned rigs as .fbx files.

So if I export as .fbx I can animate a model rigged in blender? How would I move it? I wouldn't need to apply the rig again? And finally, noob question, but how do I grab the joints and move them?

Yes, you should be able to animate a model imported from Blender as an .fbx file. To learn the basics of animating in Maya, you may want to start with the Maya Learning Channel on YouTube.  They have a whole section on character setup...
