Problem with skinning/rigging

Hi, i'm a student in 3d Animation, and we made a hand that we will animate. I made all of the rigging step for the hand, and same for the skinning, but, there is a probleme on the 3rd joint of a finger, the skinning is correct but when a move/rotate this joint, nothing happen, the mesh doesn't move. But when i move the previous joints of the finger, all of the finger is moving. So if anyone can help me, i would really appreciate. Thanks

are you 100% certain the skinning is correct? 

Sounds like the weight is on the previous joint. but not on the third. 

When in the paint wts tool.   toggle between the two joints and see if the weight looks right

The skinning is correct on the right joint (the 3rd). All the parent constraint are also made. So I don't really know from where it comes

I guess, upload the file, and ppl can look at it , and see if they can figure out what's wrong
