problem with retargeting animation using HIK

So I'm having what seems like a bug happening in 2018 that I wasn't having before. I went back and tested it out on a rig that was working fine with it and it had the same problem. Video attached.

I've had the same problem a few times before. Try referencing your animation in, instead of importing it into the scene.
