How to create variable influence between two joints? (Except parenting)

Hello everyone! I have some experience of work in modeling and texturing, but rigging and animation is new for me. I know that we can parent one joint to another one, and it will translate, rotate and scale the same way as it's parent, but what if we need just a particular influence? For example if I move one joint on 4 meters left, second one moves the same way but only on 2 meter left, or I rotate first on on 30 degrees and second one rotates on 15 etc. Is there any ability to do that?

You should be able to do what you want with a parent constraint. 

each "master" into the constraint is weighted, and that can be adjusted
