Can't seem to get Set Driver to Key correctly and work

I've been trying to figure out why the set key for the set driver won't work. I'm following a tutorial on how to make cartoon eyes and when it got to the part where I'm suppose to key the driver and the driven together, it doesn't actually work. The channel box shows a small little highlighted box next to the section where it's suppose to be key but it's not moving when I move the curve tool arrow I created.

What I'm trying to set

Does not work. Highlighted Surface area (from first picture) is suppose to come out like an eyelid.

I created the half sphere from a Nurbs primitive.

ohhhh, the famous driven keys! haha, they're very tricky at first, but once you get used to them they're so much fun and useful!

Let me try my very best to explain how to go about it... actually as I'm typing this I'll make a screen record right now for you to better show the steps how to go about it! (:
