Blendshapes not exporting to fbx

I have an interesting issue come up that I have never seen before. I have a rig that has a single blendshape node for the face with several targets. I export to fbx with blendshapes checked on in the fbx export settings and the blendshapes did not write to the fbx.
I did a delete by type -> non deformer history on the base mesh and then the shapes wrote to the fbx file. However, upon opening the fbx file in a new scene, the target weight names have changed from their proper names to Weight[0]. This is causing some issues when trying to import to Unreal. Has anyone seen this issue before? and solved it?
