Open external ilogic rules folder error

I feel like I've seen this posted before, but I can not recall what the fix is... does anyone know why this is occurring or how I can fix it?

Normally we can right click on an external ilogic folder in the browser, and choose Open Folder, or click on an external rule and choose Open Containing Folder, and the folder will open in windows explorer.

I am suddenly being greeted with this error when I do so.  I see this in 2022, 2023 and 2024.

This looks like a system issue.

You can try to emulate this with simple rule. 

Process.Start("C:\Temp\My external iLogic rules")

 I expect similar error message.
