BOM Duplicates from Factory Assets - Help!!

I'm trying to figure out what information Inventor is using to group assets in the BOM of a Factory Assembly. 

The Factory Asset that I have published has a key parameter that controls the height of a plane for constraining it off the "floor" plane in the Factory Assembly. If I add the same asset into the assembly and change the Factory iProperty to a different input value then the BOM shows that I have two different items.  If the parameters are the same on both assets then the BOM shows qty 2. 

I initially thought this was being controlled by the Key iProperties generated when publishing the Factory Assets but I made a rule that made them match (got rid of the height) . After updating the assembly though the BOM still shows 2 different items. 

Any insight here would be greatly appreciated.

The reason I posted this here is because I'm expecting to have to write an external rule or use Inventor API to fix the issue. 

Here is how the BOM shows up when I change the elevation in the Factory Asset.

Then if I set both factory assets to the same value the BOM looks as follows:

I've tried writing a rule that re-wrote the Key Parameters to match and then updated the assembly but if the values are different, in the Factories Model drop down then the BOM shows them as 2 separate items. 

If I don't publish the Elevation as a Key Parameter, then I don't have the ability to modify the Factory Asset.
