When using the measure command and selecting a face and a circle it will give you the center distance and minimum distance with the center distance being the one that is displayed by default. However if you measure in the context of a feature (an offset for a constraint) it always uses the minimum distance as a default. 90% of the time when I'm measuring to a circle I want the center point.
