The idea is to simple allow us to create the same solution but within Assembly files so we don't have to make an additional .ipt file. This requires an additional file, additional name practice and possibly more files for each level of the build. If it was built into each assembly, it would remove those extra file issues and streamline people searching for a solution b/c the feature will be right in front of them in a intuitive friendly location where it actually makes sense, instead of in 3 hidden places. (.ipt, 3d sketch, points, pattern feature>expand panel w/non descriptive buttons, and assembly under modeling)

3rd image is an example where this could be very handy. Most other Inventor solutions refer to scenarios that require a solid body to make a pattern on to drive the pattern in assembly later. As you can see in this example, there's no solid body for this. I also have a scenario like that in my current product. All components do not share a common solid body for that pattern. But rather repeating bodies throughout & sub assemblies for multiple stages of manufacturing w/steel.
