Select edges for Tangent Constraint

It would be helpful to be able to make a cylinder tangent to a circular edge.

In the screenshot I have attached, I'd like to see what kind of clearance I need to be able to pull the agitator out of the tank while minimizing the height required to do so.  Selecting the shaft and top and bottom edges of the port and using tangent constraints would be a quick way of doing this.
