Section properties "Cut Edges"

The jagged edges here needs a scaling option.  Most times we forego the jagged edge option and do a crop, then edit the crop sketch to produce a reasonable edge break representation.

I believe that this idea has the same intent as another one, below.  I recommend that they be merged.
