According to my "Autodesk Desktop App", there are "No updates available" to my Inventor 2017.
I don't understand the picture you sent, but here is mine.
The text in red, was made using the Text tool under the Annotate tab.
The text in violet, was made using the Text tool under Sketch, which is, by the way, the one you can use when editing the title blocks.
It is beyond my comprehension why there are two different tools for text and mostly, why would somebody want the Background of a text to be in front of the text and stay still while the text rotates.
Inventor is full of these glitches and it drives me crazy.
Ohh is see, the problem isn't with text from the Annotate tab, but with text in a Sketch. I just checked and it is broken in the same way for me. The background for text inside a Sketch doesn't rotate if the text is rotated. This is definitely an oversight in the programming that needs to be fixed.
And yes, we can add this to the list of bugs and glitches in the Drawing environment, which are many.
