"Zoom All" Should ignore circle center points

In certain situations, when using the "Zoom All" button, clicking the view cube, or other similar commands, the window zooms out to include irrelevent centre points of circles.

Possible solutions:

• Ignore all center points when zooming, user could attach a sketch point if they need that point included.
• Find a heuristic to automatically determine which to ignore and which to include.
• Provide a setting to ignore center points when zooming.
