I have often wondered that myself. I'm not sure it gains enough space to actually do anything with, but there's no need for it to be inconsistent that I can think of.
Just one button is a lot quicker, too. I feel like I have to stare at those 3 buttons for several seconds to first wrap my head around what each of them means, and then determine if they're in the right state.
One button each would be much faster. First one enabled: Hidden lines on. Second one enabled: Shading on. Much simpler.
Gah, I just realized something... I knew this wasn't as annoying to me in previous releases, and here's why:
This is a screenshot I found from Inventor 2016. Look at the Style buttons. See how the Hidden Edges on/off buttons are grouped together, and the shading button is off by itself? This makes it much more intuitive that the first two buttons are a toggle, while the third one is its own toggle.
But in 2017+, they're all three squished together, so when you look at it your brain doesn't automatically say "these first two are one control, and the third one is another".... at least my brain doesn't.
Squishing those buttons together was a very bad design choice. Separating them back out would be a very good idea.
But making the Hidden Lines toggle a single button, as proposed here, would be even better.
