New Model States Edit Scope

Can we have an edit scope where we choose which model states get affected by the changes?  Something like Specify Model States for edit.

Or some way to "Group" them like iPart.

It would be nice for this to be right in the model browser. Since there is a button to toggle edit factory scope in the same line as the model states folder, it's not far off from adding check boxes and having the current toggle button be a select all/ deselect all.
