Make Content-Center files independent of Language setting

The goal is to avoid multi-language CC parts like that:

This situation can occurred when you work in a multinational team where folks use Inventor with localized GUI:

Content-Center is automatically switched to the local language and/or can be too easily changed.

Content-Center files should not be tied to Inventor localized GUI. It's a kind of nightmare in the context of trans-national team.

to way to tackle this:

• make CC files independent of language settings - best option
• Implement an option to enforce/lock Content-Center Language in Inventor project file; (it could be also limited to Vault project)
