Inventor balloons on a drawing

In Inventor (currently Im on 2015) I have had an issue with balloons for years.
Where I work now for balloons on drawings they require the short tail horizontal to the drawing sheet at 9 or 3 o'click of the balloon (as shown on the attached). Actually Its been that for me at every company I have worked at since the mid 1980's.

OK.. when comparing Leader Text vs. balloon creation and click-drag-moving of the two:

For Leader Text I click on the screen, type something, click OK - and I get the result of my note that has the tail.  If I need to move the Leader Text I grab the corner and click-drag-drop --perfect.
For balloons I click the part-click for location-add another click for the tail-drag around the balloon very carefully till it sorta snaps to horizantal the click.. Now if I have to move the balloon, I gotta click the corner at the leader/tail drag and guesstamate where the balloon would be then click-drag the balloon and carefully attain tail/horizontal... It's not hard but tedious and if fixed in the big picture I would be happy and my employer would probably save a couple hundred bucks a year..
