FIX Sketch Recover => Sketch doctor operation is illogical

When you end up situation Inventor thinks your sketch has Invalid axis/origin, recover starts sketch editing mode but for coordinate correction you need not be on sketch editing mode! That is illogical.

1. Move "Edit Coordinate System" to sketch mode

2. FIX coordinate system creation system to avoid these errors (there are separate wishes about that)
