FEATURE Control Frame on Diameter Dimension

I want to insert an FEATURE Control Frame (FCF) in to the top view of an diameter.

but when I put the arrow on to the arrow of the dimension and the line parallel tho the Dimension it locks like the upper  FCF. But the lower FCF is how it shut luck like.

To get it to look like that you have to put the arrow beside the diameter and afterwords pull it as close to the dimension as possible withe out attaching to it, with is really annoying.
