When you use Offset in 2D sketch, there is option to turn off Constraint Offset option on RMB. Every existing constraints are canceled for new line. But when you offset an Arc, new Arc center is "attached" to origin Arc center, and there is no way to detach it, unless you delete an Arc. So, you have to draw a new Arc. Please enhance this. Tested in Inventor 2020.
