Not sure if you've already ruled this out for some reason, but typically we just make a thin (.010" or so) part and apply the decal to it. Most of our decals are purchased parts, so a true "Decal" feature at the assembly level would result from them ending up missing from the parts list and not getting ordered.
I'm sure there would be reasonable uses for the feature (such as applying something that is painted on instead of purchased adhesive labels), so it also has my vote. But just wanted to point out this alternative as well in case you hadn't considered it.
Point well taken jtylerbc, and in the case of a "decal" I could do exactly as you state.
But, in my case, we are exhibit builders. In many cases, we apply vinyl lettering and images over the assembled structures, spanning seams across multiple parts and angles, so to accurately show that, id have to make a very complex part in the shape of fonts and logos that would be contour cut to match. Using an image with a mask makes this process simple.

Indeed, those are exactly the type of situations I was thinking of when I said it would still have uses. We also do some vinyl lettering (probably much more simplistic than yours, since we're just labeling items on our equipment with it), and currently have to model those as separate parts and set them to Phantom so they don't clog up the parts list. Would be nice to have a better way of handling them, even if purchased decals still needed to be handled by our current method.
