Thanks for your feedback. When designing the current dark and light themes we talked to many customers. It was very important to those who use amber to keep those icons. For this reason, we chose to keep them as an option even though we were moving forward with creating a new set of dark and light theme icons. That being said we have would not be making any changes to the existing amber theme icons. In most cases, these are using bitmap-type icons that don't have true transparency built into them with the background baked in. If we were to show them as is in a dark theme it would have a pixely white halo around each icon. The other issue is that many of the icons would need to be changed to provide the correct amount of contrast from the background especially those with black or dark lines. With all these issues we chose to limit the amber icons to the light theme where there will be little to no issues and not provide an option for the dark theme. Hopefully, this gives you more information into why we can't provide amber icons for the dark theme going forward but will continue to provide access to it in light theme.

No, the current icons are final with that being said we continue to make small tweaks based on user feedback. If you have any specific feedback on icons that are problems you can point them out here. But depending on what version you are using there may be some icons that will be updated. There are also some cases where we have not created dark icons and are using the legacy light theme icons in some of the add-ons.
We have decided not to update any of the legacy dialogs to the new styles due to the cost. We instead will continue to modernize commands to the new UI style and at that point, they will get dark theme support. If you are talking about the drawing itself. The background color for the drawing is baked into the document along with the styles for the fonts lines etc... You should be able to create your own dark theme for this but this will affect printing and output.
I like dark theme but prefer the amber icons myself b/c the browser icons are easier to see. I don't care as much for the ribbon icons. The browser icons just get lost without the amber icons in the dark theme.
