Border around text enable/disable In API

In the process of automating drawing creation for my company, I need to enable the border around text for some leaders. 

Currently there is no way to do that. I'd love a TextObject.TextBorder = True

I need to use it with general notes and leaders, but I'm guessing there's a top level text object that these both inherit from.

This is not only needed for the API, this should be included into the dialog of placing text information on drawings and symbols !
