Allow "Break" in drawing views if centerpoint out of view

Parts can have feature centerpoints that are not on the phyiscal part itself, meaning the centerpoint will be out of the "view" when making a drawing view. When that centerpoint is quite a ways out of the view it can be off of the sheet entirely. It would be great if I could use the "break" command so I can bring the centerpoint closer to the part and use a forshortened dimension. See below screenshots for what I'd like to do.

There definitely needs to be a way to deal with the centers of small portions of circles.

(Although, given the issues the Break command has already ... but then again, how hard could it be to let it do centerlines?)
