How would this be different from the existing "Ground and Root" command?

@jtylerbc It's not any different, I thought that command was done away with. I couldn't think of what it was called and the placement of the command doesn't make sense to me so I always forget where it's at and can never find it when I need it.

So I guess the "Idea" should really be, move the ground and root command to the Relationships panel.

Its location only really makes sense if you know the history of the command.  Everything in that "Productivity" panel is actually part of an add-in.  I believe the add-in was originally a subscription customer bonus.

That's why nothing in that menu has much (if anything) to do with anything else in it.  It's just a "Productivity Tools" add-in with a bunch of random extras.

Correct, I've been using Inventor since version 4.5 and yes that whole panel is like the express tools in ACAD, it's an addon thing that has become standard overtime.
