Where do I begin I needed to model Microfiber Chenille???

I am currently workng with Inventor 2012.

Above is the appearance of this material.  Basically a base that has extentions protruding outward in almost every direction.

Thanks for any direction anyone could lend me.

Assuming there is no real need to zoom in this close or no real need for precise model - I would use cosmetic texture.
