wcs in part and assembly are different

1. Why the standard part defaults to XY plane which "stands up" vs. laying flat as in the CNC or 3D printing whereas X and Y are "on the table" and Z is up and down?

2. Why the standard Assembly's XY plane is "on the table"?

3. How to set WCS defaults to create parts and assemblies with XY  plane being horizontal?

 

I am using a textbook with exercises and illustrations that are miss oriented vs. instructions and that produces a giant headache...

Inventor's ANSI templates are set up with the Home view as an isometric Front-Top-Right view, with X to the right, Y up and Z to the front.  Metric templates have the Home view showing Front-Bottom-Right, with X to the right, Y back and Z up.  The home view can be changed by right clicking on the view cube and picking Set Current View as Home > [Fixed Distance | Fit to View].  Change your templates to your desired Home View.  You can also alter which faces of the view cube are which, also from the view cube right click menu.  If Z up is how you want to work, then set your view to look directly down the Z axis; right click on the view cube and select Set View as > Top.
