Where did you get the text from?

It's full of messy things making totally no sense to me, except for the first line which says "Technical Requirement". 

The list items 1,2,3,4 were about the detailed technical requirement but somehow got messed up and turned into junks. Can you figure out any information from the Google Translate? Nothing I assume, except for those a few English letters and arabic numbers...
