Train Project - Wheel Getting Stuck (Help please)

Hi, I am working on animating my PLTW Miniature Train, and the wheels keep getting stuck while moving. It kind of wiggles back and forth, then gets unstuck and continues for half a turn or so before getting stuck again. I attached the model so you can see what I am experiencing. Open the Assembly file, then use the "DRIVE CONSTRAINT" constraint in Train Body to move it. Just right click > Drive > push play.

To make sure it wasn't anything to do with the Linkage Arm or anything, I stripped down everything except the Train Body and one Wheel, then tried it. It still gets stuck while rotating. Any ideas?

I've made some sub-assys and changed some files. Now it's moving.

You can drive it now by Drive Wheel angle.

Only changed files are added. Make a copy of the whole Train folder and add/overwrite the files from zip. Files are 2015
