the Level of Detail representation is being edited

I am using 2017, and keep getting the message when I have a drawing and it's model (assy) opened. I can't even section the assembly.

 

The thing is, the Level of Detail representation is NOT!!!! being edited!

 

After searching the internet, I find this has been a problem for many releases with no solution ...
