Hello, what version of Inventor are you working with? Can you share exactly how you rotated the text? What was the workflow? Examples of what I am seeing in IV 2024:

work flow:
1. Start skecth in drawing.
2. Insert text & apply background color
3. 'Rotate' text using 'Modify' toolbar pallet.
4. Text rotates but not the background color.
Using 2025 Inventor (2525.3.1)
You are right, in normal text command under 'annotate' it works as you have shown.
The main reason of using sketch to insert text because I do not want text to fly every where when I move the view, I am constraining it to the view to achieve this but apparently the background color does not rotate with it.
Hope this makes clear to you.
I see the same behavior in Inventor 2026.1
If I turn on Text Box, it's easy to see that the background is simply a 2-point rectangle from lower left to upper right corner of the text with no regard for the orientation of the text:
