Tangent won't work... pls help!

Hi guys,

I need to line up some cylindrical objects starting from the top one. I tied using tangent, but it would place the cylinder on top of the previous one, while I need it to be on the bottom... any suggestions?

Should now be able to drag to any tangent postion you want.  I suspect there are other constraints you might need.  Attach the assembly here. What postions the parts in the real world?
