I have my template files on a server and get this issue. I don't really know what's happening
The following style definitions in template X:\IV Files Templates\Standard.iam different from the definitions in the style library; the style library definitions will be used
Dimension:Default (ANSI) - 3DA
If the style definitions in the style library are intended for the new document, update the template with the new style definitions. If the style definitions in the template are intended for the new document, remove these styles from your style library using the Style Library Manager.

If you have not figured it out, it is basically showing you that the particular dim style is different from the template compared to the style library. You need to find out which one is correct and either update the template from the style library, or save the template to the style library to make them match.
You need to make sure your project has use style library set to "read-write" to be able to do this, if not then the options will be grayed out. If this is set all the time to read-write, then anyone can save to the style library and you can potentially get all kinds of conflicts.

Hi! We have identified a similar issue (not exactly sure if it is the same as yours). When your machine gets newer VC++ 2017 distributables installed, it uncovers a bug in the Standard.xml file in Inventor 2018 and 2019. There were erroneous values, masked by prior VC++ distributables. Here is an article documenting the behavior and how to fix it. Please take a look.
