I think you are seeing As-Designed behavior from Inventor.
Drawing views should update to match the current state of the assembly components.
I suggest using a Position Representation and assembly constraints to create two states for your rotating part in the assembly.
I'd use the Default Position Representation to lock the rotating part in space the way you need it in the drawing. I'd then create a new Position Representation that suppresses the locating constraints, so I could drag the component with my mouse. I might even create a 3rd Position Representation with constraints and offset values that show the final location of the rotating part. You could also make the Default rep the one where you can drag the part, and the user-defined reps where the part is locked in position.
In the ipn environment, set the desired Position Rep before making any tweaks. By using the position rep, you will be able to update snapshots as you add, remove, or revise components in the future.
In the drawing environment, make sure to link the desired Position Rep in the View Dialog box.
