STL to IPT (editable)- Help? Mesh Enabler won't work as well

Can anyone tell me how to convert an STL to IPT file as I have tried doing that myself and it is not working. I am running on Windows 10 version 17134.228 and using Inventor Pro 2018.

Here are the things I did:

1. STL is converted to DWG then to IPT. Upon opening IPT, you can only view and it is as one and UNEDITABLE. 

2. Downloaded Mesh Enabler but for some reason doesn't want to work and open at all. 

They all didn't work. If anyone has a solution please do help!

Attached is the STL file and the IPT file I tried to convert with. If you require anything else please let me know.

After the mesh enabler, are you converting it to a solid so it's like this:

What are you trying to do to it?

Why convert to DWG? Just open the STL in Inventor..

 

Mesh Enabler works just fine on it too (well in 2019 anyways)

After installation of Mesh Enabler you need to go to tools..Add-Ins and enable it.. Did you do that?

I am trying to edit the shape in the ipt file. 

Also, I can't even OPEN the program. Cortana isn't showing me anything.

Update: The Add-in DOES work now. But it still doesn't come up as a mesh

I'm going to assume you just don't know how to use the mesh enabler..

The picture absolutely shows its coming up as a mesh.. Now you need to use the mesh enabler tool to convert it to a solid..

 

Once the addin is loaded you simply expand node to see the "meshfeature1" as shown and right click and select "Convert to Base Feature"..

Then you have a solid that can be edited..
