Stl mesh to surface Inventor 2018

I have an stl. file comprising of the top surface of an orthotic in the form of a mesh, hence the mesh has no internal volume. I am trying to convert this mesh to a workable format in the form of a surface or solid to manipulate and then use for a 3D printing exercise. I have tried the mesh enabler app with no success. I have then used the mesh to surface tool, however this is not the most user friendly method and is quite computationally demanding, which results in the surface made not remaining within the bounds of the original STL file which can be seen in the attached photo. Is there an easier way to do this in inventor?

Hello @Anonymous,

The fact is there is less better way except the two you've mentioned to handle mesh data, because of the nature of mesh data. 

Reverse engineering is need based on the mesh data if you want to make it percise enough.

Thank you for your response. What would be the best method to edit the surface created to stay within the bounds of the mesh?
