I have this bracket in which is 174° . Can this be done without having to use the split tool to get a straight edge for forming extrusion1?

Yes, If you have first 2 work planes (both equals to Work Plane1), you can create the revolve using "Between" those planes.... but i think the way you donne it's a lot better.

You don't need any additional workplanes.

I might model something like attached (I suspect machininst will not be measuring a 174° angle).
