I don't really know why I can't move the red square. I want to lengthen it so I can get a better curve, but I can't. I have open "show all constraint", but there's no constraint
I just make a constraint to X and Y axis.
when I try to lengthen it, the overconstrained error pop up
one more thing, what are 130 and 115 mean in his tutorial? how can I do that in Inventor?
I try to measure the dimension but the dimension shows the length of the square.

I have activated the handle, I constrained the handle into X axis/Y axis, but when I add the dimension
it is always said "overconstrained", I can't do constrained axis, add dimension and adjust the handlebar in the same time

I think the fact that you are not able to drag the handles in Inventor 2020 is a bug - it would make it easier as the spline handle weight formula for Inventor does not match SolidWorks, so you have to go by trial and error.
The weight dimensions are added in a different technique than SolidWorks - simply select anywhere on the Handle.
Note that the weight dimensions are ul (unitless).

Make the SWx sketch visible.
I dimensioned the handles to approximate the spline in the SolidWorks image.
