I imagine it is done in 2D sketch first.

Why not use the Equation Curve tool? I don't know what was in JD's pdf file, and I also don't recall when the Equation Curve tool was added to the application, but it works well now. Here's a picture of something I just modeled in Inventor 2023 using Equation Curve.
