Setting/Rewriting Sequential Ordering

Anybody ever have the issue with sequential ordering on a manual set up bend table/ordering where after setting the bends its repeats a single number on a couple of the bends.

 

My example is after re-setting the bends on the flat pattern (about 3 times) the order repeated bend 13 on bend 11,12,13 (all three notated at 13). I ended up having to clear the repeat instead of just re ordering thru the checking on and off of sequential ordering on drop down mouse menu (right click).

 

Is there any other way around this? As this was rather inconvenient. I only want static values though. No manual overwrites on the  .dwg files.

Here are some screen shots i was able to take. In the order of procedure. 
The first/auto bend table produced. Not the best in this scenario.The first/auto bend table produced. If you would like however I can help you with a step by step instruction on how i created a similar part thru sheet metal design and how the steps I've taken have caused this error to occur.
