Hi!
Delete the fix constrain: select the "plane+cube" icon constrain (you have it in the image), rmb and delete it.
Or... try to select the circle center constrain, and delete it.
Or.... sometimes is easyer to delete the geometry and redo it.
When I remove the "plane+cube" constraint, the whole rectangle becomes unconstrained, how do I make it so that only the circle is unconstrained?
There is a coincident constraint that is just not showing (yet) from the midpoint of the rectangles construction line to the center of the circle.
Hover over the center point then slowly move your mouse away (try different directions) and you should see at least 3 coincident constraints show up.. Delete the one associated with the center point of the circle..
"Show All Constraints" doesn't really mean "ALL"... Autodesk limits what is actually included in "ALL" because they think you can't handle them "ALL"... 🙂
Attach your *.ipt file here if you can't figure it out - someone will create a video using your actual geometry.

@lelouchparanoid As stated above... simply hover near the center point and the coincident constraints will show up allowing you to delete them.. Here is what I see when I open your ipt file and hover near the center point.. The coincident on the right of those 3 is the one to delete.
When I try to hover over and grab the constraint, it disappears, how do I grab the constraint to delete it?
When it appears, you have to be fast to catch it: when red, rmb and select "delete".
Tip: play with zoom may help you to "catch" the constrain"
