"Document setting" doesn't work

I'm using Inventor Professional 2023 with a student license provided by my university. 

I need to work with Metric system and by default I have the Imperial system. In order to change that I need to access inside the Document Setting under tools cathegory in the home but that command is disabled and doesn't open.

I don't know how to solve the problem

You don't have a part or assembly file open? That will be grayed out because you don't have document open for settings. When you choose the new piece of paper in the upper left corner of the screen or File > New, you should see Templates, and you can either choose from there what you want:
