Question about adaptivity in assemblies: 2013

I am working in a large assembly that contains several adaptive sub assemblies. I find that If I delete the constraints on a sub assembly that is adaptive, although it has NO active constraints and is NOT grounded, Inventor will not allow me to click and drag the sub assembly unless I turn off the adaptivity.

 

Why is this? Inventor 2010 allowed me to do this, and I did it quite often.
