Delete that centermark you already have.
Start the Centered Pattern centermark tool.
Click the central hole and then each one of the holes in a pattern (pick the first hole in the pattern a second time as you close the circle. Right mouse button create.
You now have a "bolt circle" centerline to dimension to.
As I recall some way or another there is also a method of doing the bolt circle without a central hole (or cylindrical feature), but you have one - so not a problem.
