perpendicular constrain

Hi. I have problems with creating a constraints for a "wheel" and a wire.

I have no idea how to constrain these to eachother. Im trying to get the wire to run in the wheel, and it just doesnt work as i would have wanted it to. I've tried -tangent-outside-, which i thought would be the appropriate one. 

Need help! I did attached an image from different angles
