Parts list not updating Item quantities from Frame Generated Parts - BOM Does

Has anyone run into the issue where the parts list will not update correctly with and assembly Bill Of Materia? Especally parts generated from Frame Generator? I have a drawing with 32 sheets, and on sheet 27 and 28 there are parts generated with frame generator. Some quantites of like parts will not update correctly. See saatched.

Any suggestions? 

PS: on other sheets I have other frame generated parts and the seem to work ok.

If you open the Parts list ...is the text in Blue, like it's been over written?

no overrides in area of question (Pipe, 1 1/2" SCH 40). I put overrides in on hardware items. Doesn't make a differance.

Is there a group filtering option turned on, or is it combining lengths?
