I'm trying to offset the dimension text away from the dimension line by changing the value of 'C:Gap' in the dimension styles; Display tab. This is successfully changing the gap when the text is centred on the line but if it is positioned above the line it's not affected by the change. Is this a known bug in 2018?

It works well in my end with 2018.3.
Have you set the style correct as below?

Thanks for the reply. I need to start by correcting myself a bit, the installation version is 2017 R2 build 199. The orientation is set to above the line but changing the value of C: Gap in the display tab has no effect on the position of the text to the dimension line.

Is this problem reproduced on all drawing files, or is this date set specific ? Could you provide us a simple data set, where you can reproduce this problem ? Thanks!
If orientation of Linear dimension is set to "Inline", then "C" parameter changes gap between dimension value and the end of the line, horizontally. See pic below.
If orientation of Linear dimension is set to "Parallel" (text is above dimension line), then "C" parameter changes gap between dimension line and dimension value, vertically. See pic above.
